What is an Oracle Region?

An oracle region (often called an Embassy Oracle Region) is a region that has only two embassies (representing the region prior to and after the region on this list).
The Oracle List is a chain of regions, starting with Banana (my first region) and the Alliance of Independent States (my last region) with all of the other regions lined up in order of the update from start to finish.
My Matrix Regions are represented about in the middle of the Oracle List by both United States of America and 0000. These regions on the other hand are open to outside embassy offers.
Most of my new regions are made as oracle regions, or at least until their location on the update list is known. Most of my play lists are set up by the order of the update.
